SB 252 will block both California Public Employees Retirement System (CalPERS) & California State Teachers Retirement System (CalSTRS) from investing in fossil fuel communities by 2030 as well as divest any current holdings.

Moratorium on Utility Shutoffs During Extreme Weather

This bill would require utilities to postpone the disconnection of a customer’s residential service for nonpayment of a delinquent account when the temperature will be 32 degrees Fahrenheit or cooler, or 95 degrees Fahrenheit or warmer, within the utility’s service area during the 24 hours after that service disconnection would occur.

Referendum Accountability Act of 2023
Asm Bryan

AB-421 will make it more difficult for campaigns to mislead voters in order to qualify for a statewide referendum. This bill would create government oversight of signature collection, transparency on the groups that are funding the referendum and mandate that a minimum of 10% of petitions signatures are collected by unpaid volunteers.

The California’s Layered Energy Applications for Residents (CLEAR) Act of 2023, would require the CEC to develop and make publicly available a one-stop-shop for people to easily access energy efficiency and building decarbonization programs available in the state for residential buildings and residential electricity customers.

Domestic Workers Health + Safety Act 2023
Senator Durazo

The bill would require a household domestic services employer to comply with and adhere to all applicable occupational safety and health regulations. If they determine additional industry-specific regulations are necessary, this bill also requires the Division of Occupational Safety and Health to propose those regulations to the standards board for its review, and would require the standards board to adopt regulations by January 1, 2026.

The bill would require a would require all large U.S.-based corporations doing business in California that make over $1 billion annually to publicly disclose their full carbon footprint in a way that is easily understandable and available to the public.

The bill would create the Youth Transit Pass Pilot Program for purposes of awarding grants to transit agencies for the costs of creating, designing, developing, advertising, and implementing free youth transit passes to persons attending certain educational institutions.

Social Housing Act

This bill, the Social Housing Act of 2023, would declare a 10-year goal of creating 1.2 million units of social housing through a mix of acquisition and new production and a 5-year goal of creating 200,000 units of social housing that are affordable to extremely low and very low income households,. This bill would establish the California Social Housing Fund require the development of a California Social Housing Plan for achieving the aforementioned goals.

ACA 10 would recognize that every Californian has the fundamental human right to adequate housing on an equitable and non-discriminatory basis. State and local jurisdictions would be required to take progressive steps to fully realize adequate housing as a right–not a privilege available only to the few.
